what will effect in my game performance?

CPU OR VIDEO card? i mean what will work?

and in mods does my game effects my FPS?

I hope I understand what youre sayin. Mods usually dont affect performance, maybe high-resolution mods.
The only that will really kill your fps is something like the enb-series.

In nba live series we could choose the resolution of the mods, in nba 2k we can only replace the gamefiles with the images of the same resolution, so it's not a problem no more. Hey- all of them are of high resolution, everybody's happy

Like sportsgamer said, it can be enb, if u r using it
