I have the exact same problem, on Vista 32-bit as well, which couldn't be solved by making changes to the setup.ini file after saving the DVD image as an ISO file. Downloaded so many .NET Framework packages and none of them worked. I even tried the 'slipstream' installation method for .NET 1.1 but it did not work as well. I finally decided to do a clean Windows 7 install, and still the .NET 1.1 would not work, but the modifying the setup.ini method worked in Windows 7.
p.s. I emailed techsupport and they asked for DxDiag and some other file. But when I told them of my workaround method they just replied "glad you can play your game now, enjoy." And this was when I specifically asked them to help diagnose my problem because I do not really like the ISO method. No reason, personal preference.
