I noticed something on this and the high quality gameplay video that was posted. The ball doesn't make a sound when it is dribbled.

The quality is at high witout the player detail is on ultra high.
And my Resolution is on 1680x1050. (Y)

I'm using a ATI radeon hd 4850 from sapphire and it works great with my intel core 2 quad q6600 and 3gbite of ram.
I get 40-50fps!

what do you think about the medium setting? could something like radeon HD3650 can do that?

and did your 2K9 run like an oiled machine?
