Whoever gives me permission, basically.
Anyone who needs to be added will be added. That is, after all, the whole point of a roster update.

Hope you could release today I can't wait to start a new dynasty with your terrific roster and the great job the SUM team made in their SUM patch..Thanks for all the work you put into this..really..i can't put into words how great you guys have made live 07 since its release..

I'm afraid you'll have to be patient a bit longer, I've had to delay the rosters for another week because they aren't ready for release. Please see the support Forum for more details.

Maybe both? I tried work together of him. I always created portraits that KYS didn't make yet..

Just to follow up on that, miner0w has very kindly given me permission to keep using his portraits so that's whose portraits (among a few other contributors) will appear in the update.
