i use photohop and use clone stamp, eraser, smudge, burn, that's all i can remember and i adjust the color to fit it.

Tattoo files are images of tattoos with a transparent background. If you are going to make a custom skin tone without DBF editing, you should extract a base skin file from the sgsm folder (I don't know which file), open it and adjust the colors to match the bhed, then put in the tattoo images.
