i need help iffset tool

i need help with ( iffset tool) I ran the 1.(veredist-x86) and the 2.(iffset) and 3.(start . bat) and i type ("iffset -x 'name'.iff") in start but it dont work. it says it is not recognized as an internal or external command ,operable program or batch file . i have xp home Edition can you help me .
