Playoffs modify CPU?

What does it mean in playoff mode when you can either select to "modify CPU roster" or not?

If enabled, you will able to set the lineups for the CPU controlled teams as well as the one you have chosen to control. If disabled, you will not be able to reorder the rosters for CPU controlled teams.
