Because they can't. The PS2, Xbox and PSP are inferior systems to the new or "Next Gen" consoles (the Xbox 360 and PS3) and thus have limitations that have since been overcome with the move to new technology. I couldn't say why the PC version is still a port of the Current Gen version at this point, but hopefully that will change once the Current Gen consoles begin to get phased out.
