mmmm i have installed the patch and just played a game...

the cpu team still without make substitutions (i put the cpu subtitution to 100), now whats is the problem??

Make sure the Fatigue option (added by the official patch) is enabled. Substitutions still aren't perfect since the patch didn't add a Fatigue effect slider. You can get around this by lowering player's Fatigue ratings.
