NBA Live .RTP File

I am just trying to find out what this file does? I was looking at some of the old updates from EA and most seem to have these files. I hope this is the right area to ask this.

Dunno, theres a link to it on the nba-live patch site but its not on their FTP server yet.

I know I downloaded it but really don't know what to do with it. You can open it with word and it tells where the files for the patch go and changes the patch are going to make.
