Which program I have to use to open .o files, and how to edit .o files?

you can't edit any of the .o files in NBA live 07, Live 06, or Live 05.

And how to make 3D Arena?

In Street patch have new 3D Arena

in 05-07 EA uses the ebo file instead of the .o file.

For Arena, not Court file(.fsh and other).

you can open up the ebos in the new ebodit editor, search for it in the announcements section.

xxxxstd.ebo controls the basic shape of the stadium
xxxxstd_trans.ebo controls the 2D crowd, chairs, dornas, and other things
xxxxstd_lowref.ebo controls the reflections
and xxxxstd_highref.ebo cant be opened, and i dont know what that one does.
