Editing workethic & learning in players.dbf

I read the tutorial about the "Destiny" column. What are the ranges in the "Workethic" and "Learning" columns (what are the lowest/highest) ratings? And how will the changes affect the player? Also, in destiny I saw some players with 0 value, but it wasn't mentioned in the tutorial...

WORKETHIC ranges from 0-3, 0 being the best and 3 being the worst. LEARNING is a standard 0-99 rating, 0 being the worst and 99 being the best.
