I reinstall my NBA LIVE 07 and download the OFFICIAL BUG PATCH and it works but why the CPU did not make any substitutions!

Fatigue Effect must be on and it also helps if you're using a roster patch with adjusted fatigue ratings. Note that if you have a pirated version of the game, the official patch will not work properly.
