is there any way to train players like for example rudy gay and david noel into high flyers? And if so how do you do this?

You'll need to focus on training them in offense and athletics. That way, their Dunking, Quickness, Speed and Jumping ratings will stand a better chance at increasing to the level where they qualify for Highflyer FSS.
