Option 1 is to have one of the worst records in the league, and then in the lottery, get selected to go first.

Option 2 is to cheat yourself to it by using this method: http://wiki.nba-live.com/index.php?n=Tutorials.EditingDraftPicks

Alternatively, if you're starting a new Dynasty and holding the 2006 Draft again, you can give yourself the number one pick when you setup the Draft instead of using the default order.
