Stuttering/Lagging

After taking a break from GTA V, I hopped on my PC to play NBA 2K14. I start a game and when my player gets the tip and the ball my game starts stuttering really badly. I haven't had this issue a couple of days ago. Even after a fresh install it keeps on doing it? BTW my regular FPS is averaging about 110 with no mods.

Can anyone help me?

It's very frustrating because this has not happened before. It's unplayable even with a fresh install. None of this was happening yesterday.

Is my CPU Usage supposed to jump up and down during a game? I'm only seeing that when the game stutters.

There's been a few other threads on stuttering and lag, you might want to give them a look and try some of the solutions posted therein.
