FPS Problem

I just bought a new laptop and I know this isn't really for gaming but I might say the processor aint that bad considering it has no graphics card but only Intel HD graphics.
Here are my specs:
Intel i3 4th gen (1.7ghz. 4-CPUs)
Intel HD Graphics 4400 (256MB dynamic video memory, 1792MB total memory)
Realtek HD Audio
4GB DDR3 L
500 GB HDD
So the problem is, sometimes I run the game and it has a favorable-not-lagging FPS at 45. But sometimes when I open the game it has only 20 FPS. Which are both in game. I've been using razer cortex to maximize its performance.
What do you think is the problem?

You've already identified the problem; that's not a video card intended for a quality gaming experience.
