How to create an ENB?

I'd like to create some ENBs but I don't know how to do it. Can anyone help?

edit the enbsettings.ini file and the .bmp file. It's very easy if you can get the hang of it

the bmp file editing, yes.
the ini file, either notepad or notepad ++
