In nba 2k14 next-gen you can sign assistant coach on retired players is it possible in current gen?

You are referring to NBA 2K15. I believe this is exclusive to MyLeague which is not part of any current gen 2K game.
You could accomplish this using RED MC for PC.

RED MC is free but to edit coaches you would need a license.
You could just overwrite the CF for current coaches.
Example you could just use kobe bryant (or any player) and overwrite the CF of any coach. You wouldn't need RED MC, you would just rename the file.
